2026
The calendar of sanitation projects planned for 2026 confirms that the New Legal Framework for Basic Sanitation (Federal Law No. 14,026/2020) inaugurated an unprecedented expansion cycle in the sector. The broader opening to private capital and the possibility of restructuring the service delivery model have created conditions for a wave of auctions and competitive processes aimed at concessions, PPPs and regionalization, with a declared focus on enabling investments, increasing operational efficiency and meeting universalization goals: 99% of the population served with drinking water and 90% with sewage collection and treatment by 2033.
Since 2020, it is estimated that 62 competitive processes have already been carried out in sanitation, and the pipeline today projected for 2026 reinforces the perception that this pace tends to intensify.

Looking Ahead
Careful monitoring of the structuring of these projects, including modeling (full concession, PPP, privatization), risk matrix, investment commitments, and performance targets, tends to be decisive for the decision-making of potential stakeholders and financiers.
COSRO's Infrastructure team monitors the regulatory and contractual developments of sanitation auctions on a daily basis, consolidating practical experience in the rules of the sector and in the most efficient mechanisms for the development and structuring of projects, taking into account the specific charges and particularities of each region in which it is intended to advance towards the universalization of services.
