{"id":9127,"date":"2026-05-27T20:22:18","date_gmt":"2026-05-27T20:22:18","guid":{"rendered":"https:\/\/cosro.com\/?p=9127"},"modified":"2026-05-27T20:30:49","modified_gmt":"2026-05-27T20:30:49","slug":"leilao-de-linha-de-transmissao-no-4-2026-novas-oportunidades-e-conexao-de-transmissao-internacional","status":"publish","type":"post","link":"https:\/\/cosro.com\/en\/leilao-de-linha-de-transmissao-no-4-2026-novas-oportunidades-e-conexao-de-transmissao-internacional\/","title":{"rendered":"Transmission Line Auction No. 4\/2026: new opportunities and international transmission connection"},"content":{"rendered":"<p><strong>The Transmission Line Auctions in Brazil<\/strong><\/p>\n\n\n\n<p>In line with the strong expansion of Brazil\u2019s power transmission sector, the Brazilian Electricity Regulatory Agency (ANEEL) is preparing for Transmission Auction No. 4\/2026 (\u201cLT04\/2026\u201d), one of the largest transmission auctions scheduled for this year.<\/p>\n\n\n\n<p><strong>Scope of LT04\/2026<\/strong><\/p>\n\n\n\n<p>LT04\/2026 is expected to award concessions for public electricity transmission services covering approximately 2,069 km of new transmission lines and 13,564 MVA of additional transformation capacity.<\/p>\n\n\n\n<p>The projects encompass new transmission assets across a broad geographic area, spanning seven Brazilian states:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bahia (BA)<\/li>\n\n\n\n<li>Goi\u00e1s (GO),<\/li>\n\n\n\n<li>Mato Grosso do Sul (MS)<\/li>\n\n\n\n<li>Para\u00edba (PB)<\/li>\n\n\n\n<li>Paran\u00e1 (PR)<\/li>\n\n\n\n<li>Rond\u00f4nia (RO) \u00a0<\/li>\n\n\n\n<li>S\u00e3o Paulo (SP)<\/li>\n<\/ul>\n\n\n\n<p>The auctioned projects represent an estimated total investment of BRL 11.3 billion and form part of one of the most significant power grid expansion packages currently under development in Brazil, notably including the first transmission interconnection between Brazil and Colombia.<\/p>\n\n\n\n<p>In addition, the concessions will have a 30-year term and, according to ANEEL, the implementation of the projects is expected to generate approximately 28,900 direct and indirect jobs throughout the construction phase. The projects are expected to be completed within periods ranging from 36 to 60 months, as from the execution of the respective concession agreements.<\/p>\n\n\n\n<p>ANEEL has already initiated the public consultation phase for the draft bidding rules and related auction documents, allowing interested stakeholders to submit comments and suggestions.<\/p>\n\n\n\n<p>Public Consultation No. 006\/2026 will remain open until May 25, 2026, through the following email address: <a href=\"mailto:cp006_2026@aneel.gov.br\">cp006_2026@aneel.gov.br<\/a>The draft bidding rules and additional information regarding the auction are available through Public Consultation No. 006\/2026 and on ANEEL\u2019s website.<\/p>\n\n\n\n<p>The portfolio is divided into separate lots comprising transmission facilities and related works. The technical configuration and scope of each lot are detailed in the bidding rules and their respective annexes.<\/p>\n\n\n\n<p><strong>Auction Timeline and Procedure<\/strong><\/p>\n\n\n\n<p>LT04\/2026 is scheduled to take place on October 30, 2026, at 10:00 a.m., at the headquarters of B3 S.A. \u2013 Brasil, Bolsa, Balc\u00e3o, in S\u00e3o Paulo, Brazil.<\/p>\n\n\n\n<p>The public auction session will be attended by bidders that satisfy the qualification requirements established under the bidding rules, including: (i) completion of registration procedures; (ii) submission of the bid bond; and (iii) delivery of the financial proposal\/manifestation envelope, pursuant to Sections 1.6.1 and 2.1 of the bidding rules.<\/p>\n\n\n\n<p>Interested bidders must provide a bid bond corresponding to 1% of the estimated investment amount applicable to each lot\/sub-lot of LT04\/2026, in accordance with Section 8.2 of the bidding rules.<\/p>\n\n\n\n<p>Winning bidders will be selected based on the lowest Annual Permitted Revenue (Receita Anual Permitida \u2013 RAP), in line with Brazil\u2019s tariff-modicity principles. The amount submitted in the financial proposal will correspond to the RAP applicable to the provision of the public transmission service throughout the operational availability period of the assets. The RAP will be paid in 12 monthly installments.<\/p>\n\n\n\n<p><strong>Key Documents and Access Channels<\/strong><\/p>\n\n\n\n<p>All official auction materials are available electronically on ANEEL\u2019s website, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The bidding rules governing LT04\/2026 and all related annexes, including technical specifications, draft concession agreements and qualification requirements;<\/li>\n\n\n\n<li>Public Consultation No. 006\/2026 (open for comments until May 25, 2026); and<\/li>\n\n\n\n<li>Other documents relating to the auction.<\/li>\n<\/ul>\n\n\n\n<p>Prospective participants should carefully assess the bidding rules and annexes, which constitute the legal and technical framework governing the preparation of proposals and the implementation of the projects.
